I don't advise to follow any strategy of kind "The cheaper the better". It will not lead anyone far in Batam...
I keep "my" Formosa as my safest haven in Batam. (Hello staff! you know I love you!)
But if that is the strategy, one can find a room for 1 SGD/night (no wifi, though).
