I do agree that doing business in Vietnam is not easy. Singaporeans and other foreigners do reply a lot on locals for assistance in business, but the locals are not always friendly or to be trusted. Even to the extend when one has master the vietnamese language, it still doesn't make life much easier.
But on the other hand, setting up and running of business is surely much cheaper than singapore. The huge market is already a plus point. Overheads are much lower as compared to Singapore.
If doing business is easy, then most people will not want to be employees already
