The 4th fl at Peace Centre should fit the bill. A small room w/ two jugs of beer only $80-90. I joined a friend there once. Call to make sure.

The cheapest would be to sit in the hall at Dynasty 2nd fl Peace Centre during SH. There will be singing n dancing. You get two plates of fruit plus all the tea for $18. Comfortable seating for 4-5 men. Dolls optional.
