Each set of NIK/KTP + KK can have more then 3 sim card per telco operator. Only the first 3 sim card can register by sms or online. After the 3 sim cards, following no. can be register at GraPARI. So local can sign up more then 3 no.
Actually i have tried a set of NIk+KK registered four sim card online. More then what the website stated.
