As this article says, the Opposition are willing to force her out at expense of people. She is doing her best to protect Bangkok (majority of whom do not support her party) at expense of her supporters in other provinces who are suffering more floods. That is right. She only took office is Aug2011 and floods started in July2011. The Irrigation Department under previous Govt should have started draining water at start of floods before she took office.
